Identity Exchang

From January 1 to December 31, 2012, it is necessary to exchange certificates of participants in the liquidation of the consequences of the Chernobyl disaster for certificates of victims of the Chernobyl disaster and other radiation accidents.

The exchange is carried out in accordance with the Decree of the President of the Republic of Belarus dated August 4, 2009 No. 407 “On some issues of the exchange of documents confirming the right of citizens to benefits”.

The Ministry of Forestry of the Republic of Belarus will exchange certificates of participants in the liquidation of the consequences of the Chernobyl disaster issued by the Ministry of Forestry and re-registered in the prescribed manner.

For the exchange of certificates, the following documents should be provided:

1. Application of a standard form
 
2. Certificate of a participant in the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant with a note on re-registration;

3. A copy of the certificate of the disabled person (for Article 18), which indicates the cause of disability due to injury or illness associated with the disaster at the Chernobyl nuclear power plant;

4. Two color photos 3 x 4 cm.

About Completing Identity Exchange

In connection with the completion on December 31, 2012, the exchange of certificates of participants in the liquidation of the consequences of the Chernobyl disaster and victims of the Chernobyl disaster for certificates of victims of the Chernobyl disaster, other radiation accidents The Department for the liquidation of the consequences of the Chernobyl disaster of the Ministry of Emergency Situations of the Republic of Belarus informs.

From January 1, 2013, the certificates of the participants in the liquidation of the consequences of the Chernobyl disaster and victims of the Chernobyl disaster will be invalid, and the right to benefits provided for by the Law of the Republic of Belarus “On social protection of citizens affected by the Chernobyl disaster, other radiation accidents ”, Will be provided only in accordance with the certificates of victims of the Chernobyl disaster, other radiation accidents.

At the same time, citizens’ applications for the exchange of certificates received by the commission until December 31, 2012 inclusive, must be considered in compliance with the procedure and terms stipulated by the Decree of the Council of Ministers of the Republic of Belarus on October 6, 2011 No. 1329.

Citizens whose certificates will be deemed invalid from January 1, 2013 (i.e. those who did not apply for the exchange before December 31, 2012) have the right to apply for establishing the status of the liquidation participant (victim status) and obtaining the certificate of the victim of the Chernobyl disaster, other radiation accidents, in the manner prescribed by the Decree of the Council of Ministers of the Republic of Belarus of September 10, 2009 No. 1170.

Exchange applications received by the commission of a state body (organization) after December 31, 2012 are not considered, and citizens are explained their right to apply for the establishment of the corresponding status in the above procedure.
 

On the provision of benefits in accordance with the law

In accordance with paragraph 1 of the Decree of the President of the Republic of Belarus dated August 4, 2009 No. 407 “On Certain Issues of Exchange of Documents Confirming the Right of Citizens to Benefits,” in the course of 2012, an exchange of certificates of participants in the liquidation of the consequences of the Chernobyl disaster and victims of the disaster was exchanged at the Chernobyl nuclear power plant for certificates of victims of the Chernobyl disaster, other radiation accidents.

In accordance with Article 10 of the Law of the Republic of Belarus “On Social Protection of Citizens Affected by the Chernobyl Accident, Other Radiation Accidents,” the document confirming the right to benefits established by the Law is the certificate of the victim of the Chernobyl accident and other radiation accidents.

We inform citizens, as well as enterprises and institutions, that from January 1, 2013, the provision of benefits (in particular, the payment of temporary disability benefits in the amount of 100% of earnings, the provision of holidays on favorable terms, free meals during training, spa treatment etc.) should be carried out only upon presentation of the certificate of the victim of the Chernobyl disaster, other radiation accidents.

At the same time, we draw attention to the fact that the work on establishing the status of citizens affected by the Chernobyl disaster and other radiation accidents, with the issuance of the appropriate certificate, should be carried out subsequently by the commission in accordance with the Decree of the Council of Ministers of the Republic of Belarus dated 10.09.2009 No. 1170.
